Putin orders development of goals until 2030

Putin69MOSCOW, Jul 13 (PRIME) – Russia should prepare a draft order setting the national goals until 2030, President Vladimir Putin told the Council for Strategic Development on Monday.

"Taking into account the results of voting on the constitution, and after today's discussion, I am asking the presidential administration, with the concerned ministries of course, the government at large, to prepare a draft order setting the national development goals for the period until 2030, as the colleagues have offered today," Putin said.

Putin said that the authorities must take more proactive steps for the development of economy. He also said that control of the people over fulfillment of the national projects must increase.

Prime Minister Mikhail Mishustin said Russia should postpone the deadline for fulfillment of national goals to 2030.

"The spread of coronavirus and its fallout for the global economy and our country have spurred development of some market segments on the one hand. On the other hand, it created new restrictions, slowed down growth, cut the consolidated budget income,” Mishustin said.

“We must take this into account when setting the target figures and the speed of attaining them. Maybe, we should prolong the deadlines for the national goals, as you have said today, until 2030."

He said that the goals set two years ago must not be abandoned.

Mishustin said that a plan of recovery of the Russian economy after the pandemic is meant to be a transitory step from anti-crisis measures to the development of economy. It contains some significant goals of national projects and a route to the key national goals.

First Deputy Prime Minister Andrei Belousov said that Russia could attain a 3% gross domestic product (GDP) expansion in 2023 or earlier but such sustainable growth is possible only on condition of structural reforms.

"Under the forecast, attainment of a 3% rise is possible already in 2023 or even earlier," Belousov said.

He said that the reforms must include investment in equipment-making facilities producing as much as possible locally, new technological solutions, staff education and red tape removal for business.
